Fill the clear envelope about ¾ full with jelly beans. Seal the end. Separate the jelly beans in half down the middle. Use the pipe cleaner to keep the candy separated. Twist the pipe cleaner around the center. Wrap the ends of the pipe cleaner around a thick marker to create a pretty end. Trim as needed with Scissors.
